September 17 Meeting Minutes

The meeting was called to order by President Dan Boller, Jr at approximately 7:30pm with the pledge of allegiance.

Minutes Minutes from the general membership meeting of June 18, 2007 were silently read. Pessler made a motion to approve the minutes as written. Mike Preston seconded. The minutes were approved.

Fire Department just wrapped up the Safe Summer Nights program where smoke detectors, batteries, and CO2 detectors were provided to residents. Anyone in the area in need of fire detectors or CO2 detectors(only a few of these available) please stop by the Fire House.
Three Fire units collected $1600 for the annual MDA (Muscular Dystrophy Association)
October is fire prevention month. The second week of October is fire prevention week. Will be giving demonstrations to schools, scouts, etc. If interested in having a demonstration for your organization/school call the Fire House to schedule. Fire House#: 513-921-9722.
With school back in please be watchful of children in the street.

Communications of Interest:
League of Women Voters Who's Who of Election hopefully will be available for next month's meeting
The City is investigating EPHIA's request for a flagpole installed at the Warsaw/Wilder gateway and the Warsaw/Glenway gateway. All paper work is in order and the city is in the process of reviewing that

President's Report:

CPS Superintendent Rosa Blackwell will be attending October 2007's meeting. Bring your questions

Peggy Nester, a RN with the Cincinnati Health Department will give a presentation about services available to Cincinnati residents. For questions contact Cincinnati Board of Health at 513-357-7200

Liquor Permit transfer was received for the carryout on W. 8th St. at McPherson. Dan met owners and expressed neighborhood concerns. EPHIA has drafted an agreement (similar to own signed by The Pit Stop) for them to sign. One stipulation of the agreement is the owners must sign and maintain an up to date no trespassing agreement with the Police Department. This agreement allows Police to enter the property after business hours when needed.

The owner of 8th and Elberon has been approached by an interested party. The interested party has met with Councilman John Cranley, EPHIA president Dan Boller, Jr. and other members of the City. The Housing and Development Committee will be setting up a meeting with this party shortly to discuss his position regarding this property. He interested in getting going. Hopefully to have progress before Christmas 2007.

Price Hill Will is looking for both high school and professional artists for the Holiday on the Hill window painting contest. If you know of an interested artist contact Kara at Price Hill Will 513-251-3800. The theme is the Twelve Days of Christmas. Cash prizes will be awarded in both the high school and professional category.

Cincinnati Park Board has announced the Fall 2007 Releaf Program. You may if interested qualify for a free tree. The tree must be planted within 30ft of a sidewalk or be visible from the street. Five species of trees are available. If you have any questions, please call Phil Hucke or Doug Fritsch at 513-861-9070 ext 21. To get a copy of the tree request form contact Dan Boller, Jr. or Patti Hogan.

Curb work project on Purcell and Basset is just about complete. Road work on Wessels Ave, Wessels Ln. and Carson was completed about a month ago. Thanks to Sgt. Eric Franz for getting the trailer moved from the Marathon Gas Station on Warsaw

Members of the community met with Steve Schuckman along with Larry Parker to discuss upgrades to Wilson Commons Park. The Parks department has dedicated $90,000 for lighting at Wilson Commons Park. After walk through it was determine that before spending the funds on lighting the community would like to see some plans for upgrading the park entrance. Expect a presentation by Steven Schuckman next month regarding upgrading the entrance at Wilson Commons Park.

Secretary's report:

Make a Difference Day is October 27, 2007. A Supercan (dumpster) will be placed on Elberon at the Church the day of the event. Mark you calendars. A litter cleanup will be held from 9am-1pm. Come out and help clean up Price Hill.

Standing committee reports:

1) Citizens on Patrol: Presented by Bill Bailey. Training class coming up in October for the program. Anyone interested contact a member of the unit.2) Presented by Patti Hogan. Two successes 1. Repeat offender committed robbery in Westwood and was arrested in East Price Hill condition of his continued bond he must stay out of Price Hill and Westwood. 2. Stay away order on second offender.

3) Cincinnati Recreation: no report

4) Housing and Development: presented by Mary Croft
Proposed lease between the City of Cincinnati and Queensgate Terminals LLC On September 12, 2007 City Council unanimously passed Councilman Monzel and Councilman Bortz's motion opposing the lease to Queensgate Terminals for a barge terminal. Minimally, the land will be used for greenspace and hopefully a park/bicycle path. People in EPHIA are working on this.

Kroger Project: A rendering of the new store was made available at the meeting. The new store will be 63,000 sq. ft. The existing store is 33,000-35,000 sq. ft. The front of the new store will be facing Warsaw. The gas pumps will be on McPherson and Warsaw. The earliest work will start on the store will be December 2007 and the latest is March 2008. Angie Strunc an architect with the City department of Transportation and Engineering was present to discuss the streetscape project around the Kroger store. A rendering of the streetscape project was presented. This project will include new curbs, sidewalks (some brick pavers), new lighting, new sign poles, new meters poles, and trees. Phase I of the streetscape project will involve the South side of Warsaw, the widening of McPherson, the widening of Enright and southside streetscape improvement. Phase I of the streetscape project will piggyback with construction of the new Kroger store. Phase II involving all other aspects of the streetscape project (North side of Warsaw) will take place in 2009. Eventually there will be a traffic light at Warsaw and McPherson

5) Problem properties: presented by Dan Boller, Jr.
1018 Considine has been declared a public nuisance. Within 6-8 months the building should be razed.
415 Crestline has been declared a public nuisance in March or April. Hopefully will be razed within weeks
953 Elberon and 3220 Glenway are scheduled for a public nuisance hearing within a month or two

6) Beautification: Presented by Rosalie Pietras: New flowerpots have been ordered and will arrive shortly. Price Hill Will has agreed to help with this project

7) NSP committee: Presented by Steve Klatte. 1st installment for 2007 has been submitted and reimbursed. 2nd installment is ready for submittal. AIG reimbursement has been submitted and reimbursed. Moneys are available for beautification projects. 30 bags of mulch will be delivered to Prospect House for mulching the Price Hill Land Foundation properties

8) NBD committee: Presented by Dan Boller, Jr. in Tom Croft's absence The city is converting this program from a fiscal cycle (July through June) to a calendar cycle (January through December). Because of the change EPHIA will receive $4167 for the conversion year 2007. The full calendar funding cycle will begin in January 2008. Projects were solicited from the membership. Michael Wigle made a motion to accept the following projects for NBD grant funding. Bob Pessler seconded. A hand vote was called resulting in 40 in favor, 0 opposed, 0 abstention.

Unfinished Business:
Nominating Committee for November elections has been established. Members Rosalie Pietras Jean Hollister Jim Turner Bob Pessler will join board members Louise Anderson Ken Rothman and John Wall to form the nominating committee. Darrell Shelton provided call sheet to each committee member. All board positions along with one trustee position are open.

Muralworks presented by Diana Vakaria of Price Hill Will. An artist has been selected. 18 youth have been chosen to apprentice with the artist. 8 of those youth are from Price Hill. Location of the mural is 3206 Warsaw Avenue (next to Zeiser Construction).

Special Committees
Price Hill WILL: presented by Diana Vakharia.
Awarded $500,000 grant which will allow the expansion of the Buy, Improve, Sell housing strategy to the Incline District
Take a Closer Look photography program sponsored by the Arts CAT for 6th, 7th and 8th graders was very successful. The participants have had their work printed. Banners were created by Baron Engraving to hang in vacant buildings. Photo will be available for purchase in a variety of formats (i.e. calendars).
Santa Maria Community Services, PHW Arts & Culture CAT, and the Piatigorsky Foundation will present Strings and Stories concert at the Dunham Arts Complex on Sunday, September 30, 2007 at 3pm

Price Hill Historical Society: presented by Richard
Hosted a reception for the artists of the Take a Closer Look photography program. One of the banners was donated to the Historical Society. Meetings are the 1st Monday of the month at 7pm at Price Hill Historical Society located at 3640 Warsaw Ave.
There will be no meeting in October 2007. PHHS will be getting together with Western Hills Kiwanis for a dinner show fundraiser. Dinner will be at Receptions West Banquet Center located in the lower level of the Western Sports Mall on Ferguson Avenue. Following dinner, the group will go to the presentation of Over the Tavern at the Covedale Center for the Performing Arts. Cost: $30. All are welcome.

Mt. Echo Advisory Council: presented by Jim Turner
Will be having a concert. Date not currently available.
