December 17 Meeting Minutes

The Board meeting of the General Assembly was called to order by President Michael Wigle at 7:35 p.m. at the Elberon United Methodist Church. Pledge of Allegiance opened the meeting. Board members present included:

There was no roll call.

Minutes of the October 15, 2007 meeting were read and approved.
Minutes of the November 19, 2007 meeting were read and approved.

Membership: Two new members, Bob Greenlee and Tom Maley, and 70 renewals.

Audit Committee: Will have a report for the next meeting.

Fire Department: Lt. David Heurth reported that Engine 17 had a total of 176 responses in November and Ladder 17 had a total of 79 responses in November. Written report attached. Will provide October's report at a later date.

Police Department: Capt. Kim Frey, Commander of District 3 reported that crime is on the downward swing. Overall street robberies are down. No written report.

Housing & Development Committee: Chairman Mary Croft
* Kroger's will close in February and is scheduled to re-open in October 2008.

Requesting support of a motion to be presented to City Council to officially recognize and name the area defined as the Incline District enclosed by Elberon and Warsaw Avenues including one parcel deep on both sides of these boundary streets. Don Johnson, an EPHIA member, and partner in City Lights and John Cranley presented an aerial view of the area.

Mr. Johnson moved, seconded by Bob Pressler that EPHIA support this petition by writing a letter of support to City Council. Full motion is attached. Discussion followed.

A residents-only hand vote resulted in 16 residents for the motion and 3 votes against. There was 1 abstention. Motion carried.

Problem Properties: Dan Boler
* Introduced Mike Chapman and Mike Maxie, owners of Complete Auto Service at the corner of Bassett and Elberon. They are asking our support in trying to get the cease operations order rescinded. This order had been issued while the property still belonged to Ron's Cab. Tom Gamel moved, seconded by Dan Boler that this request be sent to the Problem Properties committe to be reviewed and the committee be granted the authority to resolve this situation before the Zoning Board of Appeals. Motion carried.

Dan also reported that demolition permits have been issued for 1018 Considine; 1027 Sturm; 416 Crestline; and 917 Elberon. 2718 West 8th has been demolished. An administrative stay has been issued on the demolition of 908-910 Grand, but is back in housing court on 01/04/08. 953 Elberon has been declared a public nuisance and is awaiting bids to be let.

NSP Committee: Steve Klatte
Will be asking for $7,000 for this year's budget. This is an increase of $2500. While the committee has some ideas on how to use these monies, it is also asking citizens for suggestions as well.

UNFINISHED BUSINESS

Dan Boler reported that for the two new flagpoles to be installed at the area's gateways, a professional engineer and/or an architect should be involved. Suggestions for names of such should be given to Dan.

Barbara Niehoff moved, seconded by Ted Bird, that ballots from last's month election be destroyed. Motion carried.

NEW BUSINESS

Mary Croft has agreed to become a member of CPAC (Cincinnati Parks Advisory Committee) and will chair the committee for Wilson Commons.

Dan Boler announced that the front architecture from the old CG&E building is being housed at the Croft's home.

Dan also announced that he has some information re: The Ohio Choice Education Fund (a scholarship fund).

Dan Boler moved, seconded by Patti Hogan that EPHIA write letters of appreciation for Dick Cline, Joe Flading, Roger Foster and Ed Cunningham for their work on spot infrastructure repairs. They are all members of Traffic & Road Operations Division of the Public Services Department.

Announcements:
Krogers will be torn down in February and re-open in October 2008. No place has been determined for the pharmacy yet.
The Price Hill Historical Society is looking for pictures for some of its projects. Also, it is looking for annuals of West High and Seton. They already have a complete set of Elder annuals.
Matt Strauss, Director of Housing Resource Center distributed flyers re: Price Hill Will activities.
Price Hill Civic Association has a new president, Mark Armstrong, and a new board.
Mt. Echo Advisory Committee announced that the Green Up Day will probably be held in late April.
